I don't think people are aware of how normal it is for a new pro sports league to go through growing pains with teams and franchises. The WPS has lost two teams and added one in two years.
I haven't researched the specifics but to me these problems are more natural then what people make them out to be. The hardest part for WPS is that people's perception of the sport is poor. This magnifies any issues that the league has and mitigates any good that happens.
I wish I knew more about leagues like the NBA, NFL and MLB when they were first starting up. Obviously there were changes in those leagues but I'm not sure how those changes actually occurred.
If I can find information I will post it, but keep in mind that when new leagues are formed they have franchises that move and fold. Any new business has to find out what works and doesn't work and where they can sell and where they can't. It's natural to go through problems in start up. If you are prepared for these problems you can survive them.
